STATE BOARD OF EXAMINERS
MINUTES – Regular Meeting
February 21, 2017 – 8:55 a.m.

The regular meeting of the State Board of Examiners was called to order pursuant to Idaho Code §67-2002 and by the order of the chair.
The following board members were present: Governor C.L. “Butch” Otter, Attorney General Lawrence Wasden, and Secretary of State Lawerence Denney. State Controller Brandon Woolf recorded the proceedings of the meeting.
State Controller Woolf introduced the consent agenda items.
Attorney General Wasden moved to approve the consent agenda. Secretary of State Denney seconded the motion. The motion passed on a unanimous voice vote.
1. Minutes - Approved
Approval of official minutes for the meeting of the Board of Examiners on January 17, 2017.
2. Idaho Office of Emergency Management/Bureau of Homeland Security – Approved
3. Department Of Administration Division of Purchasing – Approved

Response to diesel spill onto roadway and into stormwater drain.
Response to improvised explosive devices found in residence.
Request for Assignment of contract from TW Telecom holdings Inc. to Level 3 Communications, LLC.
4. Idaho Industrial Commission – Approved
Request for approval to give consent to the State Controller under Idaho Code § 67-1026 to offset debts owed to individuals or other legal entities by the State of Idaho against money judgments obtained by the Industrial Commission to collect penalties assessed by the Commission for their violation of the insurance requirement of the Idaho Worker’s Compensation Law.
5. Ada County Sherriff’s Office – Approved
Request for approval of payment, pursuant to Idaho Code §31-2219 and Idaho Code §31-3203, for prisoners sentenced to ISCI and transported to the Ada County Jail upon a Judgment of Conviction or a Return on a Board Warrant for October 2016 through December 2016 in the amount of $4,148.68.
6. Office of the Attorney General – Approved
Request for payment of Attorney Fees, Costs, and Expenses in the matter of Planned Parenthood of the Great Northwest and Hawaiian Islands v. Wasden, in the amount of $151,209.88. It is recommended that this claim be referred to the Constitutional Defense Council for consideration and payment out of the Constitutional Defense Fund.
7. Idaho State Tax Commission
Presentation by the Chairman of the State Tax Commission on recent trends regarding the tax filing and refund process.
8. State Insurance Fund
Discussion: Director Ken Roberts of the Idaho State Tax Commission gave a PowerPoint presentation to discuss trends in the State Tax Refund Fund and how taxpayers filing earlier in the tax season has affected the fund and payouts from the fund.

Attorney General Wasden moved to adjourn the meeting. Secretary of State Denney seconded the motion.
There being no further business before the board and on motion duly made and seconded, THE MEETING OF THE STATE BOARD OF EXAMINERS WAS ADJOURNED at 9:08 a.m.
