CONSENT AGENDA
1. Request for authorization to reimburse moving expenses up of $7,500 for Denise Smith, who has been hired as Head of the Department of Food Science and Toxicology in the College of Agriculture, from Michigan. Payment will be from appropriated funds.
2. DEPARTMENT OF INSURANCE
Request for authorization to reimburse $1,000 expenses for Penny Wilhelm who must move from Lewiston to Coeur d’Alene when the department moves their Lewiston office to Coeur d’Alene. This would include, but not limited to, utility deposits, appliance hookups, rent deposits and other small miscellaneous expenses. This situation is not covered under the State Moving Policy
3. DEPARTMENT OF LABOR
Request for authorization to use Penalty and Interest monies to pay 2000/2001 membership dues to the Interstate Conference of Employment Security Agencies, Inc., pursuant to Idaho Code § 72-1348(b).

4. Incident 2000-899 – Request for authorization to issue deficiency warrants in the amount of $866.13 for reimbursement of response costs incurred when emergency response teams assisted in a CIB drug lab incident in Coeur d’Alene, Idaho on March 15, 2000, pursuant to Idaho Code §39-7110.
5. Incident 2000-904 – Request for authorization to issue deficiency warrants in the amount of $493.88 for reimbursement of response costs incurred when emergency response teams assisted in a CIB drug lab incident in Wallace, Idaho on March 16, 2000, pursuant to Idaho Code §39-7110.
6. Incident 2000-905 – Request for authorization to issue deficiency warrants in the amount of $235.86 for reimbursement of response costs incurred when emergency response teams assisted in a CIB drug lab incident in Coeur d’Alene, Idaho on March 16, 2000, pursuant to Idaho Code §39-7110.

10. Incident 2000-1117 – Request for authorization to issue deficiency warrants in the amount of $705.63 for reimbursement of response costs incurred when emergency response teams assisted in a suspected drug lab incident in Cataldo, Idaho on April 5, 2000, pursuant to Idaho Code §39-7110.
11. Incident 2000-1128 – Request for authorization to issue deficiency warrants in the amount of $1,680.35 for reimbursement of response costs incurred when emergency response teams assisted in a suspected drug lab incident in Parma, Idaho on April 6, 2000, pursuant to Idaho Code §39-7110.
12. Incident 2000-1294 – Request for authorization to issue deficiency warrants in the amount of $954.08 for reimbursement of response costs incurred when emergency response teams assisted in a suspected drug lab incident in Pocatello, Idaho on April 21, 2000, pursuant to Idaho Code §39-7110.

15. Incident 2000-1387 – Request for authorization to issue deficiency warrants in the amount of $624.77 for reimbursement of response costs incurred when emergency response teams assisted in a suspected drug lab incident in Coeur d’Alene, Idaho on April 30, 2000, pursuant to Idaho Code §39-7110.
16. Notification that Rex Blackburn of the firm of Evans Keane has been appointed as a special deputy attorney general for the purpose of representing the Idaho Department of Commerce in the Nelson v. McNeese, Altig, et al., Case No. CV-99-0532-S-LMB, pursuant to Idaho Code § 67-1409.
17. Notification that David Sasser of the firm of Hamlin & Sasser, has been appointed as a special deputy attorney general for the purpose of representing the Idaho Department of Labor in the matter of Daniel Rodriguez, U.S. Department of Health and Welfare in the Hanson, et al. v. State of Idaho, et al., Case No. CV-PI-9900558D, pursuant to Idaho Code § 67-1409.
Ben Ysursa reported that the Election Campaign Fund amounts are based on information as of July 7, 2000 and amounts may change by July 31, 2000. Lt. Governor Butch Otter expressed concern with the current method of reimbursement of response costs incurred in hazardous material incidents. He believes legislation should be passed to expedite the procedure. Attorney General Al Lance suggested to Bob Fick, Associated Press, that the general public might be interested in the process involved in the clean up of meth labs. Secretary of State Pete T. Cenarrusa made a motion to recommend approval of the Consent Agenda. Attorney General Al Lance seconded the motion. The motion passed unanimously.

18. Annual reports from State Board of Education on moving expense reimbursements from Boise State University, University of Idaho, Idaho State University and Lewis Clark State College for the year of 1999.
19. Estimate of the State Insurance Fund expenses to be paid by sight drafts for the month of June 2000.
