MINUTES – Regular Meeting
July 15, 2014 – 8:55 a.m.

The regular meeting of the State Board of Examiners was called to order pursuant to Idaho Code §67-2002 and by the order of the chair.

The following board members were present: Governor C.L. “Butch” Otter and Attorney General Lawrence Wasden. Secretary of State Ben Ysursa was absent. State Controller Brandon Woolf recorded the proceedings of the meeting.

Mr. Woolf introduced the consent agenda items.

Mr. Wasden moved to approve the consent agenda. Gov. Otter seconded the motion. The motion passed on a unanimous voice vote.

    3. Military Division – Approved
    Ratification of military contract for the following project:
    NGBID-14-C-0020 for project: OCTC Fire Station Phase II.


    4. Department of Health and Welfare – Approved
    a. Request that $181,565,900 be transferred from the General Fund to the Cooperative Welfare Fund #0220 during the first quarter of Fiscal Year 2015.

    b. Request that $64,450 be transferred from the Drug Court, Mental Health & Family Court Services Fund #0340 to the Cooperative Welfare Fund #0220 during the first quarter of Fiscal Year 2015.

    c. Request to pay medical staff cash compensation for overtime and on-call hours worked. Cash compensation for overtime and on-call hours worked will not exceed $40,000 for State Hospital North and $60,000 for State Hospital South for FY2015. The request is for the following job classifications:

    Pharmacy Services Supervisor
    Pharmacist, Clinical
    Physician, Psychiatric Specialty
    Physician, Medical Clinic – Institution
    Physician, Medical Director – Institution
    Clinical Specialist (Physicians Assistant)
    Nurse, Advanced Practice (Nurse Practitioner)


    5. Idaho State Police – Approved
    a. Request approval pursuant to Idaho Code 67-5302(20) for the list of grants, projects, and agreements for which overtime shifts worked may be paid.

    b. Request approval for the payment of overtime during FY2015 for Forensic Lab Managers, Forensic Scientist 2, Forensic Scientist 3, and Forensic Scientist 4 working in the chemistry, toxicology, latent fingerprints, and DNA sections of Idaho State Police Forensic Services.

    a. Notification that Bruce S. Bistline and Philip H. Gordon of the firm of Gordon Law Offices, have been appointed pursuant to Idaho Code §67-1409 as Special Deputy Attorneys General for the purpose of representing the State of Idaho, Idaho State Police, in the case of Coeur d’ Alene Dairy Queen v. State Insurance Fund.

    b. Notification that Donald W. Lojek of the firm of Lojek Law Offices, Chtd., has been appointed pursuant to Idaho Code §67-1409 as Special Deputy Attorney General for the purpose of representing the State of Idaho, Idaho State Police, in the case of Coeur d’ Alene Dairy Queen v. State Insurance Fund.

    h. Notification that Paul J. Augustine of the firm of Augustine Law Offices, PLLC, has been appointed pursuant to Idaho Code §67-1409 as Special Deputy Attorney General for the purpose of representing the State of Idaho, Industrial Special Indemnity Fund, in the matter of Thomas G. Goody.
