STATE BOARD OF EXAMINERS
MINUTES – Regular Meeting
October 16, 2012 – 8:55 a.m.
Capitol Auditorium (WW02), Lower Level, West Wing, 700 W Jefferson St, Boise

The regular meeting of the State Board of Examiners was called to order pursuant to Idaho Code §67-2002 and by the order of the chair.

The following board members were present: Governor C.L. “Butch” Otter, Secretary of State, Ben Ysursa and Attorney General Lawrence Wasden. State Controller Brandon Woolf recorded the proceedings of the meeting.

Mr. Wasden recognized that Brandon Woolf took the oath of office and welcomed him to the Board.
Mr. Woolf thanked everyone and said he appreciated the support.

Mr. Woolf introduced the consent agenda items.
Mr. Ysursa moved to approve the consent agenda. Mr. Wasden seconded the motion. The motion passed on unanimous voice vote.

CONSENT AGENDA

1. Minutes - Approved
    Approval of official minutes for the meeting of the Board of Examiners on September 18, 2012.

2. Department of Administration – Approved
    Request for recognition of assignment pursuant to Idaho Code §67-1027 from AP Eagle View, LLC to Alturas Eagle View, LLC. (Boise State University db/a Bronco Shop is Lessee.)

4. Health and Welfare – Approved
    a. Request for approval of $822,100 be reverted to the State General Fund from the Fiscal Year 2012 General Fund Appropriation.
      b. Request for approval of $158,484,900 be transferred from the General Fund to the Cooperative Welfare Fund #0220 during the 2nd Quarter of Fiscal Year 2013.
        c. Request for approval of $64,450 be transferred from the Drug Court, Mental Health & Family Court Services Fund #0340 to the Cooperative Welfare Fund #0220 during the 2nd Quarter of Fiscal Year 2013.
          d. Request for approval of an additional $960,500 be reverted to the State General Fund from the Fiscal Year 2012 General Fund Appropriation.

        7. Office of the Attorney General
          a. Notification that Matthew Fornshell, Esq. of the firm of Ice Miller, LLP in Columbus, Ohio, has been appointed pursuant to Idaho Code §67-1409 as Special Deputy Attorney General for the purpose of representing the State of Idaho Public Employee Retirement System of Idaho in the bankruptcy case of Tribune Company Fraudulent Conveyance Litigation.

          b. Notification that Peter J. Johnson of Johnson Law Group, has been appointed pursuant to Idaho Code §67-1409 as Special Deputy Attorney General for the purpose of representing the State of Idaho and the Idaho Department of Fish and Game in the case of Krinitt v. Idaho Department of Fish and Game.
            c. Notification that Paul J. Augustine of the firm of Augustine Law Offices, PLLC, has been appointed pursuant to Idaho Code §67-1409 as Special Deputy Attorney General for the purpose of representing the State of Idaho, Industrial Special Indemnity Fund in the case of David Duncan, Sandra Simmons, and Douglas Volbrecht.
              d. Notification that Michael H. Felton of the firm of Felton & Felton, has been appointed pursuant to Idaho Code §67-1409 as Special Deputy Attorney General for the purpose of representing the Idaho Department of Health & Welfare, Child Support Services in child support enforcement actions on an ongoing basis.
                e. Notification Karin R. Seubert of the firm of Jones, Brower & Callery, PLLC, has been appointed pursuant to Idaho Code §67-1409 as Special Deputy Attorney General for the purpose of representing the Idaho Department of Health & Welfare, Child Support Services in child support enforcement actions on an ongoing basis.
                8. State Insurance Fund
