MINUTES– Regular Meeting

The regular meeting of the State Board of Examiners was called to order at 500 8th Avenue, Lewiston, Idaho,
at 10:05 a.m. pursuant to Idaho Code §67-2002 and by the order of the chair.
The following board members were present: Governor C.L. “Butch” Otter; Secretary of State, Ben Ysursa;
Attorney General, Lawrence Wasden, and Donna M. Jones, Secretary to the Board of Examiners recorded the
proceedings of the meeting.
Ms. Jones introduced the consent agenda items. Mr. Ysursa moved to approve the consent agenda.
Mr. Wasden seconded the motion. The motion carried on a unanimous voice vote.
1. Minutes --Approved
Approval of official minutes for the meeting of the Subcommittee to the Board of Examiners
on September 20, 2007.
2. Department of Administration --Approved
Request for recognition of assignment pursuant to Idaho Code §67-1027 from Irene Watson to
R&S Landon Properties, LLC.
3. Department of Health and Welfare --Approved
Request that $144,850,100.00 be transferred from the General Fund to the Cooperative Welfare
Fund #0220 during the second quarter of Fiscal Year 2008.
4. Military Division --Approved
Request for approval pursuant to Idaho Code §72-928 of payment of worker's compensation claims
for members of the Idaho National Guard, resulting while the soldier was on duty, in the amount of $2,809.87

|2007-00173||HazMat||$720.25||Incident on Highway 20, milepost 324-325, near Rigby where a two vehicle accident involving a passenger car and Lawn Tech Chemical application truck. Diesel fuel, motor oil and liquid fertilizer was spilled onto highway.||10/9/07|
6. Idaho State Police --Approved
Request approval to pay 38 hours of accrued comp time for Lieutenant Robert Storm, who was
involved in the incident command for the Castle Rock fire in August. The total would be $1,290.48,
and will be reimbursed by the Bureau of Homeland Security.
7. Attorney General
a. Notification that JaNiece Price, Deputy Prosecutor with the Bannock County Prosecuting
Attorney’s Office, has been appointed pursuant to Idaho Code §67-1409 as a special deputy
attorney general for the purpose of representing the State of Idaho in the case of Randy C. Tea Real Property Forfeiture.
8. State Insurance Fund
a. Estimate of the State Insurance Fund expenses to be paid by sight drafts for the
month of August, 2007.

There being no further business before the board and on motion duly made and seconded,
Estimate of the Petroleum Clean Water Trust Fund expenses to be paid by sight draft for the
