MINUTES – Subcommittee Meeting
May 11, 2010 – 1:30 p.m.
Joe R. Williams Building, 5th Floor Conference Room A

The regular meeting of the Subcommittee to the State Board of Examiners was called to order at 700 West State Street, Boise, Idaho, at 1:30 p.m. pursuant to Idaho Code §67-2002 and by order of the chair.

The following members were present: Wayne Hammon, Division of Financial Management; Tim Hurst, Deputy Secretary of State; Steve Olsen, Deputy Attorney General, and Brandon Woolf, Office of the State Controller, as assisting secretary to the subcommittee.

Also present by invitation were: Mark McClaine, Bureau of Homeland Security; Bob Wells, Bureau of Homeland Security; Dan Goicoechea, Office of the State Controller; and Deb Wonch, Office of the State Controller.

CONSENT AGENDA

1. Minutes
Approval of official minutes for the meeting of the Subcommittee to the Board of Examiners on April 13, 2010.

Resolution: Mr. Hurst moved to approve item 1 and place it on the consent agenda. Mr. Hammon seconded the motion. The motion carried on a unanimous voice vote.

    3. Military Division
    Request for approval pursuant to Idaho Code §72-928 of payment of worker’s compensation claims for members of the Idaho National Guard, resulting while the soldier was on duty in the amount of $2,514.60.

    Resolution: Mr. Hurst moved to approve item 3 and place it on the consent agenda. Mr. Olsen seconded the motion. The motion carried on a unanimous voice vote.

      4. Ada County
      Request for approval pursuant to Idaho Code 18-2507, for the payment of costs incurred by Ada County for the prosecution of five State Penitentiary inmates in the amount of $2,931.19.

      Resolution: Mr. Hammon moved to approve item 4 and place it on the consent agenda. Mr. Olsen seconded the motion. The motion carried on a unanimous voice vote.

      5. Association of Public Health District Directors
      Request to authorize distribution of FY 2011 state general funds and millennium funds.

      Discussion: Mr. Hammon explained that he spoke to a staffer and found out there is a formula in place and the numbers presented look to be in order.

      Mr. Hurst asked why they are asking for approval now for the 2011 year.

      Mr. Goicoechea stated that the funds will be available on commencement of the new fiscal year.

      Resolution: Mr. Hammon moved to approve item 5 and place it on the consent agenda. Mr. Hurst seconded the motion. The motion carried on a unanimous voice vote.


      INFORMATIONAL AGENDA

      6. Real Estate Relocation Updates
      a. Notification that Idaho State Police employee Major Dan Thornton is still attempting to sell his home in Twin Falls, Idaho. He has had several calls and one showing in this past period.

      b. Notification that Fish and Game employee David Silcock is still attempting to sell his home in Arco, Idaho. His home was shown once in April.


      7. Office of the Attorney General
      a. Notification that Mischelle Fulgham of the firm of Lukins and Annis, has been appointed pursuant to Idaho Code §67-1409 as Special Deputy Attorney General for the purpose of providing assistance to the Idaho Department of Lands involving real property located in Valley County, Idaho.

      b. Notification that Scott Entin and Benjamin Blustein of the firm of Miner, Barnhill & Galland in Chicago, Illinois have been appointed pursuant to Idaho Code §67-1409 as Special Deputy Attorneys General to participate on behalf of the State of Idaho in the investigation of refund and settlement negotiations arising out of, and, if necessary, in a litigation filed against some or all of the members of the pharmaceutical industry related to the industry’s use of “average wholesale price” drug price methodology.


      8. State Insurance Fund
