STATE BOARD OF EXAMINERS
MINUTES – Subcommittee Meeting
July 7, 2016 – 11:02 a.m.
Joe R. Williams Building, 5th Floor Conference Room A

The regular meeting of the Subcommittee to the State Board of Examiners was called to order at 700 West State Street, Boise, Idaho, at 11:02 a.m. pursuant to Idaho Code §67-2002 and by order of the chair.

The following members were present: Chairman Jani Revier, Division of Financial Management; Brian Kane, Office of the Attorney General; Tim Hurst, Office of the Secretary of State; and Brian Benjamin, Office of the State Controller, as assisting secretary to the subcommittee.

Also present were: Kedrick Wills, Idaho State Police; Marsi Woody, Idaho State Police; Jodi Osborn, Department of Health and Welfare; Renee Holt, Office of the State Controller; and Scott Phillips, Office of the State Controller.


CONSENT AGENDA
    1. Minutes
      Approval of official minutes for the meeting of the Subcommittee to the Board of Examiners on June 14, 2016.

      Resolution: Mr. Kane moved to approve item 1. Mr. Hurst seconded the motion. The motion carried on a unanimous voice vote.


REGULAR AGENDA
    2. Department of Administration
      Request for recognition of assignment pursuant to Idaho Code §67-1027 from James M Luckman and Allison Luckman to Watertower Street, LLC (Idaho Division of Building Safety is the Lessee).

      Resolution: Mr. Kane moved to approve item 2 and place it on the consent agenda. Mr. Hurst seconded the motion. The motion carried on a unanimous voice vote.



    3. Military Division
      Ratification of military contract for the following projects:
      Contract NGBID-16-C-0015 for State of Idaho Military Division project - 200 Block Road Repair.

      Resolution: Mr. Kane moved to approve item 3 and place it on the consent agenda. Mr. Hurst seconded the motion. The motion carried on a unanimous voice vote.

    4. Department of Health and Welfare
      Request that $190,604,000 be transferred from the General Fund to the Cooperative Welfare Fund #0220 during the 1st Quarter of Fiscal Year 2017.

      Resolution: Mr. Kane moved to approve item 4 and place it on the consent agenda. Mr. Hurst seconded the motion. The motion carried on a unanimous voice vote.

    5. Ada County Clerk
      Request for approval pursuant to Idaho Code §18-2507, costs incurred by Ada County for the prosecution of State Penitentiary inmates in the amount of $558.34.

      Resolution: Mr. Kane moved to approve item 5 and place it on the consent agenda. Mr. Hurst seconded the motion. The motion carried on a unanimous voice vote.

    6. Idaho State Police
      a. Request pursuant to Idaho Code §67-5302(20) for approval to pay overtime shifts for the Idaho Power Corporation overtime contract for extra traffic and enhanced law enforcement of public safety services at the Swan Falls Dam, park and camping areas.
      b. Request pursuant to Idaho Code §67-5302(20) for approval to pay overtime shifts for the Fluor Idaho LLC overtime contract for extra traffic and safety enforcement for the Idaho National Laboratory (INL) site. This request for approval is intended to replace the approval granted at the 6-21-2016 meeting of the Board of Examiners to contract with CH2M-WG LLC for the same purpose.
      Resolution: Mr. Kane moved to approve item 6 and place it on the consent agenda. Mr. Hurst seconded the motion. The motion carried on a unanimous voice vote.


INFORMATIONAL AGENDA
    7. Office of the Attorney General
      Notification that Daniel L. Spickler, Prosecuting Attorney, and Nance Ceccarelli, Chief Deputy, Civil prosecuting Attorney, with the Nez Perce County Prosecutor’s Office has been appointed pursuant to Idaho Code §67-1409 as a Special Deputy Attorney General for the purpose of representing the State of Idaho in the matter of Nez Perce County Prosecuting Attorney vs. the Real Property Described as The North 150 feet of Lot 3, Block 1, RENO ADDITION, to the City of Lewiston, Idaho, according to the recorded plat thereof, records of Nez Perce County, Idaho, RPL1250001003B.

      a. Estimate of the State Insurance Fund expenses to be paid by sight drafts for the month of June, 2016.
