MINUTES – SUBCOMMITTEE MEETING

The regular meeting of the Subcommittee to the State Board of Examiners was called to order at 700 West State Street, Boise, Idaho, at 9 a.m. pursuant to Idaho Code §67-2002 and by order of the chair.

The following members were present: Brad Foltman, Governor’s Office; Chuck Goodenough, Office of the Secretary of State; Dave High, Office of the Attorney General; and Steve Kenyon, Office of the State Controller, as assisting secretary to the subcommittee.

Also present by invitation were Gary Ward, Bureau of Homeland Security.

· CONSENT AGENDA
1. Minutes

    Approval of official minutes for the meeting of the subcommittee to the Board of Examiners on September 9, 2004.

Resolution: Mr. High moved to approve the consent agenda. Mr. Goodenough seconded the motion. The motion carried with a unanimous voice vote.

    Request for authorization to issue deficiency warrants for reimbursement of response costs incurred during September pursuant to Idaho Code §39-7110.

Audience with the Board: Gary Ward introduced item 2 to the subcommittee.

Discussion: Mr. Foltman inquired if Mr. Ward expected to be able to collect on any of these incidents. Mr. Ward stated that payments should be collected for all of them except the vandalized house. Mr. Goodenough inquired about the unknown substance found in the bucket at a truck stop. Mr. Ward stated that it was a suspicious looking substance that was later found to be non-toxic.

Resolution: Mr. High moved to approve item 2. Mr. Foltman seconded the motion. The motion carried with a unanimous voice vote.

3. Department of Administration – Joanna L. Guilfoy

    Request for Recognition of Assignment from Dwain Moose to Rob Anderson, pursuant to Idaho Code §67-1027.

Resolution: Mr. High moved to approve item 3. Mr. Foltman seconded the motion. The motion carried with a unanimous voice vote.

4. Department of Health and Welfare

    Notification of transfer of $104,184,000.00 from the General Fund to the Cooperative Welfare Fund #0220 as follows:

    October 1, 2004 $ 31,350,200.00

    November 1, 2004 36,892,000.00

    December 1, 2004 35,691,800.00

    October 1, 2004 payment was made on September 27, 2004 in the amount shown above.


5. State Controller’s Office
    Notification of closure of rotary fund 0813 for Public Health District I effective September 25, 2004.

    Notification of closure of rotary fund 0893 for the Idaho State Library effective September 27, 2004.

    Notification of closure of rotary fund 0836 for Idaho Board of Medicine effective September 23, 2004.

    Notification of closure of rotary fund 0815 for Public Health District III effective August 27, 2004.
