Two years ago, as an effort to reduce costs and save tax dollars the Office of the State Controller began developing a Direct Deposit and Online Paystubs policy with the support and assistance of the Governor and the Legislature.
During an intensive and thorough review process that included consultations with the Office of the Attorney General, Judiciary, and the Department of Finance, our office received clear guidance from the State’s Deputy Attorney General that the State of Idaho, along with other public entities, has the right to establish this policy.
State agencies and our partners in state government have been included in communications about the process required to develop and implement this policy. Below are listed highlights of some of these communications:
- Jan 16, 2009 – Controller Donna Jones goes on record during her Joint Finance Appropriation Committee (JFAC) Budget presentation that her office intends to implement a Mandatory Direct Deposit policy.
- May 11, 2009 – Memo from Controller Donna Jones to all state agency directors and payroll/personnel staff that her office will no longer print paper pay stubs for employees that are on Direct Deposit beginning on the June 12, 2009 pay date. She also reminds agencies that her office plans to implement Direct Deposit in July 2009.
- August 3, 2009 – Memo from Controller Donna Jones to all state agency directors and payroll/personnel staff that effective August 1, 2009, the State Controller's Office (SCO) will require all employees paid through the SCO payroll system to be paid by Direct Deposit, unless exempted by the State Controller. This memo contains the policy as well as a Frequently Asked Questions list.
