SUBJECT: Elimination of the transitional ‘step A’ pay grades
When the FY 2007 pay structure was developed by Division of Human Resources, the pay rates for approximately 1250 classified employees fell below the minimum of the new pay ranges. Therefore, temporary transitional pay ranges (lower minimum pay rates) were created to allow agencies time to identify funding and move those employees to the newly established standard pay ranges (standard minimum pay rates) in an orderly fashion.
For the most part, agencies have responded appropriately by moving employee pay rates within the newly established standard pay ranges. However, as of February 13th, there were 10 classified and 36 non-classified employees whose rate of pay remains below the minimum amount indicated on the standard pay range. Agency personnel have been notified on the identity of these employees and have been instructed to review the pay rates of these employees to insure that they are paid appropriately and within the designated ranges.
NOTE: House Bill 844 (Leg session 2006) states, “Employees who do not have satisfactory performance are not eligible for salary increases due to pay grade assignment changes, even if this results in being paid outside the pay grade.”
The Division of Human Resources and Division of Financial Management have requested the elimination of the transitional minimums and the pay grades designated ‘A – below minimum’. Thus requiring additional processing and changes be made to both the employees and class codes currently assigned to the transitional pay grades. On Friday, February 16, 2007 (affecting actions for pay period begin date of February 11th) Division of Statewide Payroll will update all classified class codes and employees currently assigned to the transitional pay grades.
The changes required to eliminate the transitional information will be made in the following manner:
- All changes (actions) being made to eliminate the transitional information will be processed by the Division of Statewide Payroll.
- All classified employees currently in ‘step A’ with a rate of pay below the minimum of the established standard pay grade will be changed to step ‘S – rate outside pay range’ (rate will remain the same).
- All non-classified employees currently in ‘step A’ with a rate of pay below the minimum of the established standard pay grade will be changed to the ‘0’- non-classified pay schedule (rate will remain the same).
- All classified classifications currently assigned a transitional pay grade will be changed to the designated established standard pay grade. (example: classification currently assigned the transitional pay grade 28A will be changed to pay grade 28)
- All employees (both classified and non-classified) with a rate of pay within the established standard pay range will be changed to reflect no step indicator on their record. (example: currently in transitional pay grade 28A will change to pay grade 28)
