This memo outlines additional information necessary for the successful conversion of employees to the new pay schedule for fiscal year 2009 that was outlined at the DHR/DFM all agency meeting held on April 25, 2008.
Implementation Processing Order


Implementation of program modifications for converting to the new DHR pay schedule will take place on JUNE 20, 2008 beginning at 7 a.m. The processing order is as follows:

    1. All IPOPS personnel actions with an effective date of June 15, 2008 (i.e. Merit Increase, New Hire, Promotion, etc) in ‘Awaiting Release’ status as of 5 p.m. June 19, 2008 will be uploaded and posted prior to the implementation of the new pay schedule. These actions will have been processed using the old pay schedule.

    2. SCO will run programs to convert employees to the new pay schedule. (Refer to the ‘Conversion Procedures’ below for more in depth information)

    3. All IPOPS personnel actions in process (using the old pay schedule) but not uploaded prior to the conversion will be deleted by SCO and an e-mail will be sent to notify the agency. The agency is then required to resubmit these actions using the new pay schedule.


Beginning June 23, 2008, all IPOPS personnel actions will be processed using the new pay schedule.
Pay Schedule Conversion Procedures


Classified Employees:

All classified employees will programmatically be moved into the new assigned pay grade. If the current rate of pay is below the new minimum, the employee will be moved to the new minimum rate assigned to their pay grade.

Non-classified Employees:

All non-classified employees will be treated as follows with regards to programmatic updates. To avoid the following programmatic changes, submit an IPOPS action placing the non-classified employee(s) in the ‘0’ pay schedule.
      1. Non-classified employees currently assigned to a classified job classification on the current ‘H’ pay schedule will be programmatically moved into the new assigned pay grade.
        NOTE: If the employee’s current rate of pay is below the new minimum of the new pay grade, the employee will be programmatically changed to the ‘0’ pay schedule (no rate change will occur).
      2. Non-classified employees assigned to a non-classified job classification and using the ‘H’ pay schedule, will be programmatically changed to the ‘0’ pay schedule (no rate change will occur).
      3. Non-classified employees assigned to a non-classified job classification and using the ‘0’ schedule, will not be programmatically updated.

NOTE: All actions programmatically generated will update the employee’s personnel record with the following information:
      Effective Date – June 15, 2008
      Change Reason – CI
      Schedule/Grade – new pay schedule information
      Comments 1 – Pay Grade Conversion
      Comments 2 – Rate Changed to Minimum (if applicable)
