Subject:HB844 New CS Change Reason for Class Specific Increases
Sent Date:06/02/2006

SUBJECT: House Bill 844 – Additional appropriation appropriated in Fiscal Year 2007 to specific state agencies for permanent salary increases to employees in specific class codes

House Bill 844 (Section 4) provides additional funding for salary increases for specific classes of employees at specific agencies. The eligibility criteria for these increases are: (1) based on performance, (2) only for those employees within the class with current salaries below the midpoint of their pay grade (based on the new pay grade schedule developed by the Division of Human Resources) and may be given to probationary employees. There is NO restriction on the amount of increase eligible employees may receive – that is left up to the discretion of the agency. Therefore, it is permissible for an eligible employee to receive a salary increase under this provision of the law which would move their salary above the midpoint of their pay grade.

As a result, a new change reason has been established to designate this particular action and should not be used for any other reason. The new code is ‘CS – Class Specific Increase’.

The new ‘CS’ change reason will be available for your use on IPOPS under Rate/Salary Updates starting June 5, 2006. Actions for the first pay period of the new fiscal year (FY 2007) should have an effective date of 06-18-2006.

NOTE: All IPOPS actions should be in ‘Awaiting Release’ status by the morning of June 23, 2006 to insure processing. (Refer to e-mail sent May 30
th regarding SB 1363 implementation)

In addition, the new pay grade information will not be available on IPOPS until June 26, 2006. Therefore, code only the rate field until that time. Again, the new rates can be found on the DHR website at this time.
As always, if you have questions regarding the processing of these actions, please contact the DSP Helpdesk at 334-2394.
