Subject:Rules Regarding the Elimination of MDA

Per the memo from the Division of Human Resources regarding their temporary and proposed rules, effective August 24, 2008 the time code 'MDA' (Medical, Dental or Optical appointments) will no longer be valid. With this change, the State Controller's Office will remove MDA as a valid time code on Friday, August 29.

Because of the two week lag in payroll processing, some employees may have coded MDA on their time sheet for the pay period beginning August 24 and/or future pay periods. Ultimately any time sheets processed by DSP that contain the time code MDA will cause an error and need to be resubmitted. In order to avoid this manual intervention, please make sure your employees are aware that MDA is no longer a valid time code.

Agencies using I-Time:
    On Friday, August 29, your agency I-Time Central Payroll Office (CPO) will need to go into Time Code Maintenance and click the "reset" button. Resetting the Time Code Maintenance table will import the most current time codes and their descriptions. If your agency has chosen to display the time codes in a particular order, this order will be retained.
    If an employee has already entered MDA on a time sheet and the time sheet is opened in an ‘edit’ mode prior to the CPO submitting the payroll, the MDA time code will no longer display on the time sheet and a different time code will be required in order to save, submit or approve the time sheet.
    If an employee has already entered MDA on a time sheet and the time sheet is not opened in an ‘edit’ mode prior to the CPO submitting the payroll, the time will be in error and the time sheet will need to be resubmitted.

Agencies not using I-Time:
      Any time/batches submitted that contain the MDA time code will cause an error at DSP, and the time code will need to be corrected via an IPOPS Payroll Remarks form.
