Employee and vendors are provided with a unique user name and password from the State of Idaho Controller's Office.

Signing In

User name and passwords are sent via USPS to the employee's HR/Payroll department or directly to the vendor.

User name: Contains a space between the first and last name and are not case sensitive. Example: john smith

Passwords: Must be a minimum of 8 characters, contain a combination of alpha and numeric characters and are case sensitive. Passwords expire every 180 days. A warning message will be displayed fifteen (15) days prior to the expiration date.

Challenge question: is required at each sign in to provide additional security and authentication and is not case sensitive.

Note: All password changes will reset the current challenge question and require you to establish a challenge question and answer the next time you log on.

Forgot Password

If you do not remember your password follow the steps below:

  1. To access user applications sign-in page select a​ny SIG​N IN​​ button.
  2. Begin SIG​​N IN ​by entering your user name and agency code.
  3. Select "Forgot Your Password".
    • A message will appear containing your email address.
    • If this is your correct email address, answer the challenge question and select “Submit."
    • If this is not your correct email address, select “Cancel". Please see Invalid Email Address below.
  4. A new password will be sent to the email address on file with the State Controller's Office.

Expired Password

  • Passwords expire eve​ry 180 days​​. 
  • A warning message will be displayed 15 days prior to the expiration date.

Changing Your Password

  1. To access user applications sign-in page select any ​​SIG​​N IN button.
  2. Begin SIG​​N IN by entering your user name and agency code.
  3. After successful sign-in select the user menu in the upper-right, then select Change Password.
  4. Enter your current password.
  5. Enter a new desired password. 
  6. Select “Submit".

A pop-up message will confirm the password change was accepted. The new password will be available for use approximately 30 minutes after it was submitted. A new challenge question will need to be established.

Invalid Email Address

All password resets will be sent to the user's email address on file with the State Controller's Office.

Active State Employees – Changes to an employee's email address must be made through the self-service application in IPOPS or by contacting your agency HR/Payroll department.  The State Of Idaho Controller's Office cannot make the address change for you.

Former State Employee - Request for password resets must be sent via e-mail to SCOHelpDesk@sco.idaho.govThe request must come from therequesting employee's e-mail address on file with the State Controller's Office or from the Agency Security Administrator at your previous agency. 

STARS Vendor – Changes to vendor (VND) access and e-mail addresses should be sent to DSAHelpline@sco.idaho.gov

Payroll Vendor – Changes to vendor (VND) access and e-mail addresses should be sent to dsphelp@sco.idaho.gov
