Defining a Full-Time Employee - Affordable Care Act

The Affordable Care Act requires applicable large employers to offer affordable health insurance to all full-time employees.

What is the ACA definition of a full-time employee?

An ACA full-time employee* reports an average of 30 or more service hours per week (130 or more service hours per month). 

When an employee reports service hours to more than one State of Idaho agency, all hours are combined to identify ACA full-time employees.  If the employee is determined to be full-time under the ACA regulations, they are required to be Tier 1 at all agencies for which service hours are reported.

*This definition of full-time is for ACA purposes only. Eligibility for other state benefits (PERSI, leave accrual, holiday pay, part-time insurance) may vary.
