Executive Comp Balances Expiring AU445160

Purpose:  Per Idaho Code 67-5328 (b), employees who become executives (FLSA 'D' or 'E' - Executive or 'N' - Non-Covered) within their current agency shall have twelve (12) months from the date of the appointment to use any existing comp time balance.  After twelve (12) months, any remaining comp time will be forfeited.
 
Once the appointment is processed via IPOPS, a 'comp expiration date' is generated and placed on the employee's personnel record.  This date is equal to the effective date of the appointment plus one (1) year.  During the month end process, if a 'comp expiration date' exists and is within that month and year, any remaining comp time balance will be forfeited.

The employee's comp balance is zero when month-end processing begins.
 
EMPLOYEE'S COMP OF XXX.XX HAS BEEN FORFEITED
The employee's comp expiration date is in a pay period that has been completed in the current month and prior to the monthend process.  The employee is no longer eligible to use their comp time.
 
EMPLOYEE'S COMP OF XXX.XX WILL BE FORFEITED NEXT MONTH
The employee's comp expiration date is in a pay period in the current month, but that pay period will not be complete when monthend processing begins.  The comp time hours will be forfeited if not used by the end of the following month.
 
'**INVALID COMP EXP DATE < MONTHEND DATE**
The employee has a comp expiration date that was paid in the prior year.
 
ONLY FLSA D, E OR N POSITIONS CAN HAVE EXPIRATION DATES
The employee's personnel record has a 'comp expiration date' and the employee is active in a position designated other than FLSA 'executive'.  This error requires action to be taken by the agency.  Please contact the Division of Statewide Payroll for guidance at 208-334-3100, option 2 or email us at servicedesk@sco.idaho.gov.
