PO - Promotion

Purpose:  This action allows an agency to advance an employee with permanent status to a position in another classification which has a higher entrance salary. If the employee is classified, their record will be updated with a 'Prob Appt Date' and will accrue 'Prob CSS Hours' when payrolls are processed.  For additional information, visit IDHR Administrative Rules and Idaho Statutes.
 
When an employee is hired into a classified position, some fields will be auto-populated on the IPOPS form.  The following fields will be populated based on the Change Reason, Position Type and the Appointment Type Combo:  Suffix, Class Code of the Position, FTE and Pay Period Hours from the Position, Schedule/Grade of the Class Code and FLSA Code for the Class Code,  The only Appointment Codes available in the drop-down are based on the combination of the Change Reason, Position Type and the Appointment Type Combo.  The Leave Codes are limited in the drop-down based on the populated fields.  If the PCN is changed, all auto-populated fields will be removed, any of the fields with information entered by the user will not be removed.

The user will receive the following error message if the employee is not active.
 


Must be a valid FLSA, Appointment Code, Leave Code combination. FLSA, Appointment Code and Leave Code Combinations.
 
 
 
If the employee is on the 'H' schedule, the incoming schedule/grade must be greater.

 



If the employee's incoming jurisdiction type is 'C' (classified), the appointment code combination must equal CTX, CXR, CXX or CXY.  If the employee's current jurisdiction type is 'N' (non-classified), the incoming jurisdiction must be 'N' (non-classified).
 
The following error will be displayed if the employee is on entrance probation.
 
 
 
 If an employee has an active hourly rate override, the override end date will be system generated one day prior to the effective date of the 'PO' change reason.
 
 
 
The DHR register number is required.
 
 
 
The 'PO' change reason should not be used to move temporary employees from one group position to another group position.
 
A 'VX' change reason will be system generated one day prior to the effective date of the 'PO' change reason.

Note:  The promotion may change the employee's FLSA code from Covered to Exempt. When an employee changes from a Covered FLSA code to an Exempt FLSA code, any comp time accrued should be paid off.  Users will receive an error message if the FLSA Code, Appointment Code Combo and Leave Code combination is invalid.  For valid combinations, go to the FLSA, Appointment Code and Leave Code Combinations combination table.
