Transactions Not Uploaded or Transmittal Locked

​Locked Transactions

When a verifiers or an approver opens transactions or a transmittal, a message may be stating that the transaction or transmittal is “Locked by…” followed by the name an agency’s P-Card user. In other cases, transmittals are not uploaded to STARS although users are sure they have been verified and approved.

This can happen if a P-Card user does not exit the application correctly (e.g., users will simply close the browser rather than log off) or if a user clicks the back button of the browser while completing their transmittals instead of using the Back button within the application. Any time a user has P-Card open and transactions displayed, those transctions are locked.

If transactions or transmittals are locked at the time P-Card uploads the transactions to STARS, they will not be uploaded. The upload happens at 5:00PM MST, nightly.

Be sure to use the Back button in the application or to click the Log Off button to properly exit the application.

If you create an attachment, the application automatically creates a transmittal (“Create Trans”) in order to attach (“Atch”) documents to it. The verified transactions are placed on a transmittal but the transmittal is not yet released.

Any remaining transactions are locked (unable to be verified) until the initial transmittal is submitted by clicking on the SUBMIT & PRINT button. Afterwards, the remaining transactions need to be verified (click the Verify All or Verify check boxes) and then click SUBMIT & PRINT.

Time of STARS Upload

P-Card approvals should be done before 5:00 PM MST of the business day for transactions to process in STARS that night. Also, the STARS Effective Date is determined by the bank’s posting date of the P-Card transactions.

Unlock Transactions or transmittals

To unlock transactions or transmittals, the user who has the transaction or transmittal locked (whose name appears in the “locked” message) should open P-Card, view the transactions, and then click the Log Off button to log off the application properly. Do not simply close the browser by clicking the X on the browser window.

In the case of creating attachments, any remaining unverified transactions are locked (unable to be verified) until you click the SUBMIT & PRINT button. Afterword, click the Verify check boxes to verify the remaining transactions and then click SUBMIT & PRINT.

Finally, locked transactions or transmittals are usually cleared during nightly processing of the applications, so you should be able to access them the next day.
